Lieutenant David Chukwudera Okafor, a Nigerian Naval Officer hailing from Ogbunike, Anambra State, has been chosen among internationally recognized maritime professionals to serve as a judge for the 2023-2024 International Ship Design Competition.

Okafor has been tasked with designing the terms of reference for a RoPax ferry for the Niger River waterway in Nigeria. This ferry is intended to accommodate 150-200 passengers, along with cargo space and room for 15-20 four-wheeled vehicles, including lorries and trucks. The ferry will operate routes from Onitsha Jetty to Idah Jetty and from Onitsha Jetty to Ndoni Jetty, aiming to enhance the safety of passenger and cargo transportation in the region.

Organized by the Worldwide Ferry Safety Association, the competition seeks to reduce ferry fatalities and promote safe ferry practices globally. It was initiated in response to the high incidence of ferry-related accidents in parts of the developing world.

Lieutenant Okafor, a Marine Engineer with over a decade of experience in ship design, marine technology, and project management, excels as a Naval Architect and Project Manager at Naval Dockyard Limited. He has led innovative marine projects, ensuring compliance with international standards and optimizing production efficiency.

Okafor holds a Bachelor’s degree in Naval Architecture from the State University of New York, Maritime College, USA, and a Master’s degree in Engineering Management from the University of Hull, UK. He is currently pursuing a PhD in Naval Architecture and Ocean Engineering at the University of Strathclyde, UK. As a Certified Project Management Professional (PMP) and a member of COREN, NSE, NIIA, and SNAME, among other professional organizations, he has garnered significant recognition. In 2023, he received the Chief of the Naval Staff Commendation award certificate for his contributions to the design and construction of Nigerian Navy ships.
